Experience in the fuels and refining industry: 27 years.
Frederick Potter received a bachelor's degree in economics and history in 1980 from State University of New York, U.S. He founded Information Resources, Inc. (IRI) in 1981. In addition to working closely with global industry and policy-makers, he has been called upon to provide information, analysis and insight on motor fuel and environmental issues by the White House, Congress, the U.S. Environmental Protection Agency and the U.S. Department of Energy. Potter is the lead author of the "Outlook & Impact for Renewables in North American Refining and Gasoline Markets 2006-2015," a combined study with Informa Economics and Opis. He oversees and directs all business units of Hart Energy Consulting.

E. Kristine Klavers

Experience in the fuels and refining industry: 17 years. Born in Oslo, Norway, E. Kristine Klavers obtained a master's degree in chemical engineering at the University of Twente, Netherlands. During her master's study, she developed a new catalyst for methane coupling at the Tokyo Institute of Technology that was bought for patent application by Idemitsu Oil Co. Prior to joining Hart in 1996, she worked in the Oxygenate Business Management for ARCO Chemicals Inc. in the U.K. (1991-1994) and as a process engineer for Japanese Gasoline Co. (JGC) in Japan (1994-1996). She has been a guest lecturer at the Oxford Institute of Petroleum and Oxford University. Klavers serves as vice president for Hart Energy Publishing LP and directs Hart Energy Consulting.

Liisa Kiuru
Executive Director, International Fuel Quality Center

Experience in the refining and environmental field: 7 years. Liisa Kiuru graduated from the Helsinki University of Technology in Finland in 2000 with a master's degree in technology from the Department of Civil and Environmental Engineering. Her Thesis, "Environmental Requirements of the Energy Sector in Hungary and Poland; Impacts of International Treaties and Accession to the EU" was written for Fortum in 1999. From 1999-2001, Kiuru worked at the Finnish Environment Institute in Finland as a project engineer. In April 2001, she moved to Singapore where she directed the efforts of the International Fuel Quality Center in the Asian region. In January 2007, Kiuru moved to Hart's headquarters in Houston, Texas, U.S., where she was promoted to Executive Director of the International Fuel Quality Center.

Dr. Michael A. Warren
Executive Director, Global Research & Strategic Studies, Hart Energy Consulting

Dr. Michael Warren currently serves as the Executive Director of Global Research & Strategic Studies for Hart Energy. He oversees publication of the World Refining Fuels Service, heads Hart’s Miami office and manages several consulting projects around the world in the field of biofuels.
Prior to joining Hart Energy, Michael was the National Manager of the Latin American Research Group in Toyota Motor North America (TMA) for eleven years. In that position at TMA, Mr. Warren managed a team that conducted economic, political, automotive market & competitor intelligence research for Toyota in Latin American markets. Michael was also a participating member of the Demand Task Group of the National Petroleum Council’s (the “NPC”) Oil & Natural Gas Study. Served on the Board of Directors for Green Plains Renewable Energy (GPRE) for two years

Sandrine Dixson-Declève

Ms. Dixson-Declève directs Hart Energy Consulting Europe and Africa including IFQC GBC, and WRFS from the European Office. She also runs Hart's new initiative the International Sustainable Energy Exchange (ISEE). Sandrine has over 14 years experience in European environmental policy development and regulatory analysis, with a special focus on how air quality relates to clean fuel technology. Prior to joining Hart, She has worked with Members of the European Parliament, with the European Commission and for numerous consultancies in the area of sustainable development, environmental management systems, fuel quality, chemical policy and responsible care. She still advises both institutions and increasingly works with developing countries and international organizations on the development of fuel quality roadmaps.. Born in Brussels, Belgium, Sandrine holds an M.Sc. in Environmental Sciences from the University of Brussels and a B.A. in International Relations and French, from the University California at Davis. She is also a certified trainer in the area of fuel quality and environmental management systems

Candace Vona

Experience in the fuels and refining industry: 20 years. Candace Vona holds a bachelor's degree in chemical engineering from Natal University in South Africa. She has 20 years experience in the global hydrocarbon industry in various capacities associated with refining, crude oil exploration and trading, consultancy and international sales, and marketing. Vona worked 17 years for Sasol, the South African oil, gas and chemical company, both in the U.K. and Singapore. In 1996, she was seconded to SK Corp. in South Korea for almost 2 years. Vona joined the International Fuel Quality Center in 2004. Her primary responsibility is to direct the International Fuel Quality Center efforts in the Middle East and Asia.

Terrence S. Higgins
Executive Director, Refining and Special Projects

Experience in the fuels and refining industry: 35 years. Terrence S. Higgins holds a bachelor's degree in chemical engineering from the University of Notre Dame, U.S. He joined Hart after 14 years with the National Petrochemical & Refiners Association (NPRA) where he served as technical director, responsible for coordination and development of industry policies on refining and fuel quality. In addition, he held positions in private sector energy and environmental consulting (the U.S. Department of Energy, Amerada Hess and Texaco). In all of these capacities he has been involved in analysis of refining and crude oil and refined products markets. He has extensive experience in the application, design and implementation of refinery modeling systems. He is the primary contributor to Hart’s World Refining and Fuels Service and oversees crude and refined product, refining facility, product quality initiatives data and forecast systems supporting the service.

Tammy Klein
Executive Director, Global Biofuels Center & Americas

Experience in the fuels and refining industry: 10 years. Tammy Klein received her bachelor's degree in journalism from the University of Florida and her J.D. from the Georgetown University Law Center, both in the U.S. Formerly deputy director of the International Fuel Quality Center from 1998-2003, Klein practiced administrative and regulatory law with the firm Venable LLP prior to rejoining Hart in 2005. She is a member of the District of Columbia and Virginia bars. Klein directs International Fuel Quality Center efforts in North and South America; she is also the Executive Director of the Global Biofuels Center.
